The commutator can be taken out and turned on a lathe or smoothed with emery cloth but NOT welded up. It consists of separate segments. If there is a decent electrical shop in your area you could bring the thing in to them and ask them to turn it for you. That would be likely a lot cheaper than the new motor. If it is grooved that deep, I wouldn't just put it back that way.
