I was having problems with the tail lights flicking on and off and sometimes not working at all. Realized after poking around for a bit tha that fuse block (being 18 years old on my 86XJ with 241k miles) was letting the fuse slip loose and then connect again. Seems that I need to replace the entire fuse block one of these days. What may be happening is that the contacts may have spread apart too much to properly clamp down on the fuse. You may be able to Pry the part that clamps down on the leg of the fuse to grip the fuse tighter. But most likely not. You can go to Radio Shack and get a package of Fuse Taps. These are thin metal sleeves that fit over the blade of the fuse. On normal fuse blocks, they are a tight fit, but if yours is loose, it may tighten the clamping action enough to work. I would suggest that you clip off the protruding metal from the tap if it works to prevent a short... btw, these fuse taps reside in the section of Radio Shack of those little bags of things that usually cost a buck a bag.
