The ballast used to be under it... then from there back about 28" is the bed that sits over the fuel tank. I've looked at the pictures and am trying to decide if I want to cut and reweld fuel tank mounts and move them forward so I can slide a barrel between the frame rails in back... or if I just want to lift it up to the main deck... I have a tool box that will sit nicely on the 19" wide front part... if I cut the back wall off the box and mount a reciever hitch on the back I can use my barrel lift to get the barrels up to the 28" long deck over the fuel tank... it's heavy steel, no problem with weight... my concern is the barrel of oil will be sitting up pretty high at that point. I can strap it down...
