I have trouble getting them through a simple WA test. Since you passed emissions and have all the paperwork there shouldn't be a problem. In WA we used to have a state police VIN / theft inpection, but not any more. I've brought in cars from out of state, quite simple, emissions tax, I mean test, then off to pay the state taxes and register/tab. Painless, except for the tax part. Have paid more in taxes than I did for the vehicle a coiuple of times. It has sticker under the hood that reads: "This vehicle conforms to US EPA regulations applicable to 1990 model year new light duty trucks with a curb weight greater than 3450 pounds and under an elevation of 4000 feet". That being said, it does not have any specific language about CA emissions which I know are different than the other 49 states because we of course are all "special" in CA (LOL). My SMOG guy is telling me that because it passed SMOG, getting it registered in the state should not be an issue.... The SMOG report read: "Congratulations! Your vehicle passed the enhanced SMOG check inspection, which helps California reach its daily goal of removing an extra 100 tons of SMOG forming emissions from the air." But since you were trying to make the vehicle comply with emissions you have a good reason and since you weren't driving it there shouldn't be a problem, but may require an appeal.
