I'm pretty sure it's in the primary fuse location under the screw-off cover near the brake booster. Did you put a brand new fuse in, or did you shuffle around another old fuse? How did the contacts look? Maybe a little DeOxit or an emery board would help, although you may want to disconnect the negative cable at the battery before you try to get into those fuse holders with normal size fingers. Since John suggested the switch as a culprit, you might try the switch in the right rear door instead of the center console switch. IIRC, the W123 used one switch module in the console to control front and back windows on each side, and the driver side has the extra kid lockout switch, so you may not be able to just swap the modules side to side temporarily to diagnose. (My W124 uses four separate plug-in switches plus a lockout module. The only difference on the switches is the picture orientation. This allowed me to juggle around existing switches as a clean temporary fix until I bought two new switches for the fronts.) The switches would not be my primary suspect, given their "banked" configuration and your diagonal symptom. With the diagonal pair matching exactly with the fuse layout, I would bet a beer that it's slight corrosion on the contacts for the fuse.
