Its probably not an "active effort" its just the natural path of a governmental system with no system setup to police it. The media is the closest we have to such a system but as we all know they are more interested in sex scandals and ratings than matters that affect us governmentally. Its the dream of every little govermental agency to have dictatorship like control over the group its there to protect.
