Probably NOT under the dash. A broken vacuum connection anywhere in the system would do it, my bet is that you disturbed a connection somewhere under the hood while fiddling with the plugs. The vacuum pump is on the front of the motor. There should be a big plastic pipe which connects it to the brake booster, this is the least likely problem. But there is a tangle of small plastic vacuum pipes with rubber connectors. Find the one closest to the pump, and trace it through the system. The way I do this is to follow it until I get to a Y branch. Open one leg of the Y, and test with a vacuum gauge. If it reads good vacuum, that means that the OTHER branch of the Y is sound, and the problem is on the side that's disconnected, so just keep checking the branches until you find it. Gets you to the problem area quickly, inevitably a disconnected pipe or bad rubber connector. It's a worthwhile investment to buy $10 worth of rubber hose and Y connectors, and replace all of them if you haven't done so recently. Who was saying recently that they gave up, and ran a hose from the vacuum shutoff to the dash? When they needed to stop the car, they just sucked on the hose! I used a vacuum pump to stop the engine until I got a clean tube then I just used my natural vacuum. :) Drove all the way from San Diego to Seattle using that method to stop the engine for fueling.
