A friend had to weld another nut on there to provide fresh surface. Maybe that's what the Bilstein Heavy Dutys will gain you. I've never heard of roads THAT crappy! And I thought they were bad in Ohio! Can't you just clean it off well and stick it with some JB Weld? It holds up fine at moderate temperatures and isn't bothered by oils-I've used it for repairing both an aluminum radiator and a diesel fuel system and in both cases I never had trouble with it. In fact, I believe I'm still using the radiator I repaired with it. But honestly, it sounds like you need to get your politicians to start spending your outlandish fuel taxes on the roads instead of social programs! In the meantime, consider talking to John and Son LLC about lifting your car 6" or so to get your engine away from that crappy road! Plus, when I got to it this A.M. , there was still oil weeping out of the crack, so I did not have any faith that the J.B. weld would have much of a chance to set up before oil pushed it's way through the wet epoxy.
