I figured that was to dilute it down enough to not cause problems. Since I was thinking of using it in much higher concentrations I decided not to pursue it. Plus I couldn't feel good releasing all the nastiness in used motor oil into the air. I think they only permitted 5% because of viscosity issues. It's much thicker than Diesel, especially if it has a lot in suspension.
