Because it's out of state (right?) it will be tax exempt... WA state changed the taxing setup for small businesses, if you fall below a certain level of revenue (for them) they make you pay as you go and apply for a refund at the end of the year. As long as I can get parts at jobber pricing I don't mind but my concern is that the larger parts houses won't want to screw around with a small shop because there isn't enough volume... so far all my suppliers have been pretty cool about it, which is why I believe that asking the parts manager for a discount as a hobbyist or enthusiast may just work out. Rarely do I find a difficult parts manager, they're goal is to turn their inventory as often as possible, their bonuses are based in part on that and if they increase their volume they get better discounts further upstream, so it's a win-win for all... the other advantage of getting to know your local dealer is that they will often get involved in helping you solve a problem by identifying proximity part failures, will know the history of what's gone bad and might even ask the mechanics or service manager for their thoughts if it's not too busy. I've had very good results at the Benz, VW and Jeep dealerships even with the service department when I needed something really odd done, the service manager at Phil Smart loaned me a tool in the driveway to fix something... more than once... one time he actually pulled the ignition switch out for me... no charge... Lynnwood Mercedes is a spin off from Phil Smart... even the sales folks are pleasant to work with, not snooty, unlike the other benz dealership on the East side... anyway, I would never bring my benz to a dealership for anything but a recall, but buying parts there is a no-brainer... of course there are some superb parts houses selling OEM parts at a discount, this list is well aware of a couple of them, and they are also superb.
