I know people in California who have fought them and won. You probably don't have the before time on yellow but you could time some lights w/o camera's but the same speed limit and take that to court along with testimony that the brakes would have had to be slammed to stop. Yup. Just a couple of foreign companies pushing those camera scams, and jurisdictions are falling for it as a revenue maker with a thin semi-presentable veneer of improving safety. Get reference timings on other yellow lights. (I believe legitimate research shows that increasing the yellow time by one-half to one-full second has one of the largest positive impacts on accidents.) Note that most camera tickets are civil, not criminal, and they have no real enforcement teeth. They may not even count points against your license. Also be warned that IANAL, and I'm in Texas, not Washington, but traffic cameras AS THEY HAVE BEEN IMPLEMENTED IN THE US, are such a bogus revenue generating ("taxing") scam, it's nearly obscene. Also note that in some jurisdictions, a human police officer must review the camera output, and that officer becomes the "charging" officer that must appear in court if you challenge the ticket.
